Does CBAM apply directly to a GCC exporter?
CBAM obligations fall on the authorised CBAM declarant, which is typically the EU importer or their indirect customs representative. However, the exporter or installation operator must provide the embedded-emissions data and installation information that the declarant needs for their annual CBAM declaration. Exporters who cannot supply reliable actual-emissions data may find their products assessed using EU default values.
Which products are covered by CBAM?
CBAM currently covers goods in six sectors: cement, iron and steel, aluminium, fertilisers, electricity, and hydrogen. Applicability is determined at the level of specific goods and their CN (Combined Nomenclature) codes, not at the sector level alone. Not all products within a covered sector are necessarily in scope.
When is the first definitive-period declaration due?
The first annual CBAM declaration covering imports during the 2026 calendar year is due by 30 September 2027. The declarant must submit the declaration and surrender the corresponding CBAM certificates by that date.
Can default values still be used?
Yes. Authorised CBAM declarants may use default values published by the European Commission where actual verified emissions data is not available. The corrected default values were published in August 2026. However, where verified actual emissions are lower than the applicable default, using actual data may reduce the number of certificates required.
