Global Carbon Council (GCC) Verification & Validation

GSustain is an approved Validation and Verification Body (VVB) under the Global Carbon Council programme operated by the Gulf Organisation for Research & Development (GORD). We provide independent third-party assessment of carbon credit projects registered under GCC.

GCC Validation (Pre-Registration)

We assess whether proposed emission reduction projects meet GCC programme requirements before registration. Validation confirms:

  • Project design conformity with approved GCC methodologies
  • Additionality demonstration and baseline scenario
  • Monitoring plan adequacy and measurability
  • Stakeholder consultation evidence
  • Sustainable development co-benefits
  • Estimated emission reductions are conservative and realistic

GCC Verification (Post-Implementation)

We verify actual emission reductions achieved by registered GCC projects for carbon credit issuance. Verification confirms:

  • Monitoring data accuracy and completeness
  • Conformity with registered monitoring plan
  • Emission reduction calculations are correct
  • No material misstatements or omissions
  • Compliance with GCC programme rules and applicable methodology
  • Readiness for credit issuance by GORD

About the Global Carbon Council Programme

The Global Carbon Council (GCC) is a voluntary carbon offset programme established by GORD (Gulf Organisation for Research & Development) in Qatar. GCC credits are:

  • CORSIA-eligible — approved by ICAO for international aviation carbon offsetting
  • ICROA-endorsed — meets the International Carbon Reduction and Offset Alliance quality criteria
  • Aligned with Article 6 — designed to support corresponding adjustments under the Paris Agreement
  • MENA-originated — one of the few carbon credit mechanisms headquartered in the Middle East

GSustain's approval as a GCC VVB is granted by GORD following assessment of our technical competence, accreditation status, and quality management systems.

Frequently Asked Questions

What is GHG verification?
GHG verification is an independent, systematic process to evaluate an organization's greenhouse gas emissions statement against established criteria (typically ISO 14064). A qualified verification body assesses the data, methodology, and controls to issue a verification opinion — providing stakeholders with confidence in the reported emissions.
Is GHG verification mandatory in Qatar?
GHG verification is not yet universally mandatory in Qatar but is increasingly expected for organizations reporting under NDC commitments, seeking carbon credits via the Global Carbon Council, or facing international requirements such as the EU CBAM or SBTi. Many organizations pursue verification voluntarily for credibility and stakeholder confidence.
What standards does GSustain verify against?
We verify against ISO 14064-1 (organizational inventories), ISO 14064-2 (project-level reductions), ISO 14067 (product carbon footprints), and the Global Carbon Council programme rules. Our verification methodology is aligned with ISO 14064-3:2019.
How long does GHG verification take?
A typical verification engagement takes 4-6 weeks from engagement agreement to statement issuance, depending on organizational complexity, data readiness, and scope. We offer expedited timelines where data maturity allows.
What is the difference between verification and validation?
Verification assesses historical GHG emissions data (what has already happened). Validation assesses forward-looking project plans and emission reduction claims (what is projected to happen). GSustain provides both services.
What is the Global Carbon Council?
The Global Carbon Council (GCC) is a voluntary carbon credit programme operated by the Gulf Organisation for Research and Development (GORD). GCC-issued credits are CORSIA-eligible and represent one of the few MENA-originated carbon credit mechanisms.
Can GSustain verify Scope 3 emissions?
Yes. We verify Scope 1, 2, and 3 emissions. Scope 3 verification typically requires more extensive evidence gathering and supply chain data assessment, which we scope during the planning phase.
How do I get my carbon project verified under the Global Carbon Council?
To get your carbon project verified under GCC: (1) Register your project with GORD following GCC programme rules, (2) Engage a GCC-approved Validation/Verification Body like GSustain, (3) We conduct validation of your project design document against the applicable GCC methodology, (4) After implementation, we verify actual emission reductions based on monitored data, (5) Upon successful verification, GORD issues carbon credits. GSustain can guide you through the entire process.
What is the difference between GCC credits and VCS/Gold Standard credits?
GCC (Global Carbon Council) credits are issued by GORD in Qatar and are CORSIA-eligible. VCS (Verra) and Gold Standard are larger international programmes. Key differences: GCC is MENA-focused with expertise in regional project types, has lower registration costs for smaller projects, and is specifically designed for the Gulf context. All three produce internationally recognised carbon credits, but GCC offers a pathway particularly suited to projects in the Middle East and North Africa.
What types of carbon projects can be registered under GCC?
GCC accepts projects across multiple categories including: renewable energy (solar, wind), energy efficiency improvements, waste management and methane avoidance, fugitive emissions reduction, industrial process improvements, transport, and afforestation/reforestation. Projects must demonstrate additionality and use an approved GCC methodology or an approved methodology from another programme (CDM, VCS) accepted by GCC.
What does GAB accreditation mean for GHG verification?
GAB (Gulf Accreditation Body) is a member of the Asia Pacific Accreditation Cooperation (APAC) Mutual Recognition Arrangement. GAB accreditation under ISO 14065 means GSustain has been independently assessed and found competent to perform GHG verification and validation. This accreditation is internationally recognised through the APAC MRA, giving our verification statements global credibility.
Is GSustain's verification accepted for EU CBAM compliance?
Yes. The EU Carbon Border Adjustment Mechanism (CBAM) requires embedded emissions reporting for imported goods. Verification by a GAB-accredited body operating under ISO 14065 meets the EU's requirements for accredited verifiers. GSustain can verify embedded emissions data for Gulf-based exporters of aluminium, steel, cement, fertilisers, electricity, and hydrogen destined for EU markets.
What is ISO 14064-3 and how does it apply to verification?
ISO 14064-3:2019 specifies requirements and guidance for the verification and validation of GHG statements. It defines the principles (independence, ethical conduct, due professional care), the process (planning, assessment, reporting), and the requirements for verification opinions. GSustain's 11-step methodology is built upon ISO 14064-3 requirements, ensuring every engagement meets international standards.
Can GSustain verify projects outside Qatar?
Yes. While headquartered in Qatar, our GAB accreditation is not geographically limited. We can verify GHG projects and inventories across the GCC region and internationally, provided the engagement falls within our accredited scope. We have experience with projects in the broader MENA region and can deploy verification teams for site visits across the Gulf.
What documentation do I need for GHG verification?
Typical documentation includes: GHG inventory report or Project Design Document (for carbon credits), activity data and emission factors used, methodology description, organizational and operational boundaries definition, uncertainty assessment, quality control procedures, and any previous verification reports. We provide a detailed document request list during the planning phase.
